Zereth Mortis was developed by the First Ones as a workshop to develop afterlives. The automa, its inhabitants, have built everything that is in the Shadowlands. It's a bizarre and mystical place that defies any notion of reality or physical laws. The Jailer plans to utilize the mysteries of Zereth Mortis to alter the reality, and bend it to his twisted will.
Completed all the activities in the zone, like exploring the map, finding hidden treasures, or completing quests will reward you with an achievement. It's called unlocking the Secrets which lets you ride on flying horses in Zereth Mortis.
"Right right now, should you would like to increase your chances of obtaining the mount, it's in your best interests to repeat the event each day with as many characters as you can," Chimes wrote. "That's...mathematically correct, but not a great experience. We've heard about this displeasure and the positive side is that we're discussing the problem with our team and looking at possible solutions for holidays in general."
Chimes continues to state that, while some changes are underway but they were not prepared to be ready for the Valentine's Day event. The most straightforward solution to the issue is to increase the chance of dropping the mount, however it's still to be determined whether Blizzard decides to go down that path or come up with a different solution.
However, the fact that Blizzard is reviewing the situation is a good thing for those who have been trying for years to get rare mounts such as The X-45 Heartbreaker (recently renamed amidst the WoW team's recent efforts to improve the game's accessibility) as well as The Horseman's Reins mount from the annual Halloween event but to no avail. According to the data of Wowhead the X-45 Heartbreaker has a drop rate of about .03 percent, while The Horseman's Reins boasts a .4 percent chance of dropping.
